Acquiring the Level 2 CCTV Training qualification marks the initial phase in obtaining an SIA Licence. If your career goal involves working as a CCTV operator, this qualification is essential for you.
Course Curriculum
The course comprises two essential units:
Unit 1: Fundamentals of Operating in the Private Security Industry
- Grasp the core characteristics and objectives of the Private Security Industry.
- Comprehend the relevant legislation governing security operatives.
- Familiarise with arrest procedures pertinent to security roles.
- Recognise the significance of adhering to safe working practices.
- Understand workplace fire protocols.
- Be prepared to handle emergencies and execute emergency procedures effectively.
- Learn effective communication techniques for security operatives.
- Understand the importance of record-keeping in the security operative’s role.
- Recognise the nature of terror threats and the security operative’s role during such situations.
- Learn methods for ensuring the safety of vulnerable individuals.
- Understand best practices for post-incident management.
Unit 2: Principles and Practices of Working as a CCTV Operator in the Private Security Industry
- Comprehend the objectives of surveillance (CCTV) systems and the responsibilities of the control room team and other stakeholders.
- Understand various legislations impacting Public Space Surveillance (CCTV) operations.
- Recognise the importance of operational procedures in public space surveillance (CCTV) operations.
- Gain insight into the functioning of public space surveillance (CCTV) systems equipment.
- Familiarise with surveillance techniques.
- Learn how to respond to different types of incidents.
- Understand health and safety protocols in the CCTV environment.
- Demonstrate proficiency in operating CCTV equipment.

Candidates who wish to do this course must be aged 18 and over.
The final examination for the CCTV Operative, Public Surveillance course will be conducted online. To successfully complete the CCTV course, candidates must undertake two multiple-choice question examinations.
For Unit 1: Principles of working in the private security industry, participants will be required to respond to 72 multiple-choice questions within a time frame of 1 hour and 40 minutes. The passing score is set at 51 questions.
For Unit 2: Principles and Practices of Working as a CCTV Operator in the Private Security Industry, candidates will need to answer 40 multiple-choice questions within 1 hour. A minimum of 28 questions must be answered correctly to pass.

If you operate or provide operatives using closed circuit television (CCTV) equipment for specific purposes, such as monitoring public activities or identifying individuals, you are required to obtain a licence from the Security Industry Authority (SIA). This applies to both public and private locations.
There are two categories of SIA licences:
- A front line licence for operatives directly involved in surveillance.
- A non-front line licence for managerial, supervisory, and other personnel not engaged in direct front line duties.
To obtain a licence, you must:
- Be at least 18 years old.
- Successfully pass an identity and criminal record check.
- Hold the appropriate SIA-approved qualification for front line roles.
Application for the SIA licence can be completed online or via postal submission, accompanied by the necessary supporting documentation and payment of the fee. The application fee amounts to £190 and is non-refundable.
Granted licences are valid for a duration of 3 years. Self-paying applicants can claim tax relief of £49 for basic rate taxpayers. Employers covering the licence fee for their employees will incur no tax or National Insurance liabilities. Additionally, a 50% discount on the second application fee may be applicable for those requiring multiple licences.
The SIA reserves the right to impose reasonable conditions on the licence. It is essential to renew your licence before it expires to continue working. Renewal applications can be submitted up to 4 months prior to the expiry date.
The SIA may authorise inspections at your business premises or work locations to assess compliance with ongoing obligations. You may be required to provide relevant documents or information to demonstrate adherence to licence obligations.
